Making your payment with PayPal, by default it will request if you would like to create an account. However, this is not necessary to complete the transaction. When a member is checking out and goes to apply their payment, to not make an account, they’d simply just switch off the ‘Save info & Create your PayPal Account’ option (towards the bottom of the form):  Then you can pay as a guest.
